RENTAL HOUSING SCHEME

Navarra stands out among the European regions LEADERS IN THE CONSTRUCTION OF NEARLY NULL CONSUMPTION HOUSING (ECCN-nZEB) through the Navarra Social Housing rental plan of the Government of Navarra.

THE PLAN IN FIGURES

EFFICIENT AND NEARLY ZERO-ENERGY LOW-INCOME RENTAL HOUSING

A decisive step in the Government of Navarre’s commitment to public renting.

Housing in the first phase, of which 473 have been completed (80%) and the remaining 118 are expected to be completed in the first quarter of 2025. Of these 591 subsidized housing units, 520 are directly promoted by Nasuvinsa and 71 are delegated.

Homes in the second phase, of which 163 are already under construction or will begin construction in the first quarter of 2025.

MILLION TOTAL INVESTMENT

The initial phase of the Navarra Social Housing rental plan involved an investment of 135.7 million euros, while the investment planned for the second phase amounts to 160.7 million euros.

Phase I financing. Co-financed by the European Investment Bank-EIB (29%), Nasuvinsa (23%), subsidies from the Government of Navarra (17.5%) and from the European Union’s Recovery and Resilience Mechanism-MRR funds (9.2%), and private investment (10%). Land accounts for another 10.8% of the total investment.

 Financing foreseen for Phase II. The 160.7 million will be provided by banks (49%), private investment (23%), Nasuvinsa (14%), grants (8%) and sales (6%).

Promote access to decent, quality and affordable housing as a basic right of citizenship.

To effectively expand the public rental supply by promoting Nearly Zero Energy Consumption housing, with Passivhaus standards of high energy efficiency.

Sustainable and efficient social rental housing (VPO) construction.

SUSTAINABLE CONSTRUCTION

Passivhaus Institute President Wolfgang Feist at the certification ceremony of the first promotion of the Navarra Social Housing foral rental plan, held in November 2019 in Entremutilvas (Valle de Aranguren).

The energy certifications of Nasuvisa’s developments accredit savings of up to 80%. The projects integrate different energy strategies such as some of those listed below:

  • The use of energy recovery ventilation systems.
  • Designs free of thermal bridges.
  • Bioclimatic design.
  • High efficiency carpentry.
  • High-capacity thermal enclosures.

OBJECTIVES

Passive and efficient buildings, together with the integration of intelligent management systems, allow progress to be made in meeting the following objectives:

1. Eradicate energy poverty in the public housing stock.

2. Maintaining high levels of environmental comfort.

3. Protect the environment by reducing greenhouse gas emissions.

4. Advance in the fulfillment of the sustainable development objectives of the Agency 2030 and the Green Deal Europe / European Green Pact.
